California is the leader in collecting and spending revenue. We had to pass an initiative on the ballot to convince our legislature that fees were actually taxes. They were adding fees with a majority vote not the required two thirds. We had to pass an initiative to require gas tax money actually be spent on roads. CA taxpayers are very demanding.
