No Surprise at All

Transparency International is out with its 2010 Corruption Perceptions Index, which ranks countries around the world "according to the perception of corruption in the public sector."
To those who have been paying attention, the fact that the U.S. ranking has slipped once again, falling three places to 22nd on the list, should be no suprise at all.
