Greece's banking stocks plunged for the second day in a row on Tuesday, dragging the main Athens index down and reflecting the country's continuing financial and economic woes.

The banking index <.FTATBNK>, comprising the four major lenders, was down 29.2 percent, virtually at its 30 percent daily limit for losses. It hit the limit on Monday.

A slump in oil below $50 a barrel — a level it has held above for most of the past decade — has raised the prospect of a new era of lower prices, although a return to super-cheap oil seems unlikely.

Prices below $50 for the two crude oil benchmarks, North Sea Brent and U.S. West Texas Intermediate (WTI) , were the norm prior to 2005. Brent averaged just $18.37 a barrel in the 1990s, WTI $19.70 a barrel, and both only broke above $50 for the first time in late 2004.

China steps in to curb short selling (Market Watch)

China took another step to curb volatility in its stock markets late Monday, moving to clamp down on short selling in the country.

Under new rules, short sellers must wait at least one day to cover their positions and pay back loans used to buy shares. Previously, investors could cover their positions within the same day, a practice China’s stock exchanges said tends to “add to abnormal volatility of stock prices and affect market stability.”

China stepped up its crackdown on short-selling of shares on Tuesday, unveiling rules that make it harder for speculators to profit from hourly price changes, as some of the nation's major brokerages suspended their short-selling businesses.

China's stock exchanges and market watchdogs are cracking down on short-selling as part of a broad government-orchestrated effort to prevent a collapse in the country's markets, which have lost about 30 percent of their value since peaking in June.

Kumba, a unit of London-based Anglo American Plc, led declines on the FTSE JSE Africa All Share Index, dropped as much as 7.1 percent to an all time low. Royal Bafokeng Platinum Ltd. slid 5.1 percent. AngloGold Ashanti Ltd., the continent’s biggest producer of the metal, fell as much as 2.7 percent to a record. All 11 of the most active securities trading at 52 week lows on the Johannesburg Stock Exchange were resource-related.

Bank of Japan Deputy Governor Kikuo Iwata said on Tuesday he did not think that an interest rate increase by the U.S. Federal Reserve or the Bank of England will pose a risk to financial markets.

Iwata, speaking at the upper house financial affairs committee, said it is possible that foreign exchange markets have fully priced widely expected rate hikes in the United States and Britain.

Methane in Atmosphere May Greatly Exceed Estimates, Report Says (NY Times)

A device commonly used to measure the methane that leaks from industrial sources may greatly underestimate those emissions, said an inventor of the technology that the device relies on.

The claim, published Tuesday in a peer-reviewed scientific journal, suggests that the amount of escaped methane, a potent greenhouse gas, could be far greater than accepted estimates from scientists, industry and regulators.
